New lawn— pre turf fertiliser

The landscaper I hired to lay a new lawn forgot to prepare the soil with a pre turf fertiliser.. he said he could put it on top instead.. would this work?

Seems unlikely. If it's a must aply right before rain but i would have thought it would burn the turf possibily.
Best to look up the brand and see what it says or warns.
I've never used it. My lawn is fine. Doesn't turf grow on poor soil? Unless it's high quality super fine grass.
