ESA is not SSP. SSP is paid by the employer if applicable. ESA cannot be claimed and paid while SSP is being paid.

The sanctions thing is puzzling, though I guess it could have been because your husband's earnings hadn't yet come through? Your work coach should only put requirements on you that fit with your health, and they have discretion to turn them off altogether.
It's just a standard notice/warning that you get as a 'To Do' after the Claimant Commitment meeting, you also get one after every jobcenter appointment where your commitments change.
You accept the (changed) commitments and automatically get the standard notice/warning.
I'm LCW and get one after each WFI that I go to. (I'm due to go to another this week and will get the same again afterwards).
