Budget Planner excel file

Has anyone else had a problem with the budget planner? I was able to use it yesterday, saved it to a laptop, but today the file will not open.
I had been able to add all my incoming and outgoing amounts.
Today tries to open and the file wasn't interested, tried to download another but now the write-protect is permanently on with no option to remove it (which I had yestersay)

Perhaps it's obvious to others but it isn't clear what "the budget planner" is. (Perhaps it's built into Excel? I don't use Excel hence the question)

I have never had any issues with mine, the budget planner has definitely come in handy0
