I'm not an expert - but part of the council reasoning might be to deter long-term stayers - effectively living in the van - as opposed to the one night stop. But that's more complex to identify and enforce so they blanket ban overnight stays.I need to think of something new here...0

But then I suspect very few car users will choose to sleep in the car given how uncomfortable that'll be; I've tried it before and it sucks. They also won't have any cooking or toilet facilities. I think it's quite likely that any car that's left overnight is unoccupied.
On the converse, I suspect that most campers and camper-like-vehicles will be occupied overnight.

Come to Burnham on Sea. Car parking charges on the seafront are suspended October 1st to April 1st. Plenty of occupied camper vans and motorhomes park overnight on the south side of the jetty and, though probably illegal, no one seems to mind. There are toilets next to the Tourist Information Office, a fresh water tap and outside showers (though you'd have to wear a bathing costume).0
