Could simply be something cached on your computer stopping the process every time. Either try a different user profile on the computer, or ideally another system entirely.....

I had the same problem with ebay refunds. Try deleting your card off from the managed payment section and re-adding it back in, or add a different card. Like others have said, you can also try logging in on a different device and doing the refund.
