Really need Op to confirm is their are any debits to FedEx on their account. If not, then as FedEx will have had a decline message, It is odd as to why this has got this far. As they should not have picked up item.
Even if card was used to pay a debt, again a decline would still be in persons name & not OP's.

I'm trying to work this one out...
Let me see if this is right....- Your card details are exploited externally via some means.
- Fraudster in the UK opens a FedEx account in your name, using all your details.
- An order for goods using your card details is made with a US company to UK address while providing the full UK address of yourself to pay for the goods from the US company (to clear bank checks)
- When ordering the fraudster uses the FedEx account they opened in your name to pay for shipping of goods from the US.
- Did I get that right?
The charges on the FedEx account are they for the delivery of the good or are they for the duties and taxes they have settled on behalf of the import?
This isn't FedEx's fault I don't think - this is more identify fraud and you're the victim
The unfortunate thing with FedEx is lots of people order goods not realising the costs and the additional charges and call FedEx and other international carriers refusing to pay 'as I paid taxes when I bought the goods' - so couriers like FedEx aren't easiely swayed on writing off costs.
I guess the reason the amount has gone unpaid is because the credit card has been cancelled between shipping an delivery - as FedEx charges after delivery its only gone unpaid after the event.
Ironically therefore this would mean, just like you FedEx is also a victim in this process.

An unauthorised transaction would never appear on a statement .The card details Fedex tried to use were from a cancelled card that the card company had cancelled and had replaced , I did not request a replacement , the card company initiated the replacement. At the time of the unauthorised transaction a new card was in place for my account.A decline would appear in the name of the cardholder, i.e. me , and as the account was opened with my illegally obtained details I appear as the billing contact despite having nothing to do with this.As I've explained already the shipper is in the USA and the recipient in the UK , I know neither of them .

@1854_1 - are you saying this FedEx "charge" is the only transaction that your card provider refused because they'd already cancelled the card? So that whatever it was that was shipped from the US was not purchased using the same card?

Any goods were apparently not charged to the card.The answer to your second question is no I don't know who is responsible for the identity theft , a data breach is something entirely different and if you are unfamiliar with the term data breach it's worth going in to google and searching 2023 data breach or 2022 data breach and you'll see how many data breaches are reported and the types of personal information that is stolen. The point I was making that my card is used with only a handful of companies.
