Hi, I think you need to contact the council and ask about the planning permission. If there's nothing on their website it may be that the council just hasn't processed it yet if it was only submitted on 6 Feb. It should appear there soon.
Last year my neighbours and I objected to a mobile telephone mast being put up in a really daft location in our pretty little village and it was recently rejected outright by the council. People power does work.
Hopefully the developer will need planning permission for the work, I know for some alterations people don't need it.
But also, yes, the developer should have mentioned this beforehand since it appears that they were planning to build the terrace from the outset.
