Council tax disregard?

My MIL fell and broke her hip in December and last week suffered multiple strokes. I have spoken to her local council who are sending out application forms for SMI & Disability reductions on the council tax for my FIL however...when I asked him what his council tax banding was he didn't know so I did a quick check online and according to the council's website, his property has had the banding deleted. Which means he shouldn't be paying council tax right? But he's been paying a Band A rate for the last 10yrs so I'm a bit confused on the matter. Anyone else had this?

Have you checked on the VOA website to see if its been added to the Non domestic rates valuation roll?
Properties are not usually deleted unless they have been demolished.
Your father in law can call the VOA to ask about why it has been deleted, you will be able to speak to them if he is available to give permission.
You cannot normally make Council tax payments for an account/property that doesnt exist as it wont be on the councils system as the VOA do a comparison monthly to make sure that the two systems align correctly and a deleted property that had payments would be flagged for investigation
