I think people are forgetting that Booking.com do not bill you in a lot of cases, any money is taken direct by either the accommodation or the airlines.
So this will always be in local currency of where they are.
Booking do take the money if you pay for the hotel in advance on the website. In this case it shows up as Booking.com on your CC statement. Booking is just acting as an agent in these cases, but they still charge in the local currency.

It varies, sometimes the hotel takes the payment, even if you pay in advance, sometimes booking.com takes it. I've had both several times.

When I made a booking for a hotel in Las Vegas, it was made clear on booking.com what I was paying, in what currency, how much and when.

I paid on my FX fee free CC and was charged at that moments USD to GBP rate.
If you believe you can, you will. If you believe you can't, you won't.
