Ticketmaster - Venue change - ticket change

Can someone please give me some guidance here?
We booked Tom Grennan tickets for Newcastle City Hall. 3 seating tickets so that our U14 children can come.
The venue has now been changed to the Arena and the the tickets changed to standing, where U14s are not allowed.
Ticketmaster don't seem to see this as a problem. They say I can get a refund when we buy more expensive seating tickets at the changed venue.
Is this allowed?

Looking at Ticketmaster's terms then it seems to suggest that if you can't attend a rescheduled event you are able to get a refund so that might be an avenue to pursue for the kids tickets but I think in general with these type of events the organisers reserve the right to change just about anything and not much you can do about it.1
