icloud storage pop-ups HOW TO STOP THEM

Friend has icloud storage pop-ups every 20 seconds. I've disabled all the startup icloud* programs and uninstalled program "icloud outlook". (He says he's never used icloud mail nor wanted to sync icloud/microsopft emails.)
Seemed to work after a reboot. But 45 mins later the icloud boxes come up again and icloud tray icon starts at bottom right-hand-corner. This has no exit key. Next steps:-
1. check for icloud app(s) that doesn't appear under Control Panel/Programs
2. attempt to stop popups at "Notifications & actions". (but the popups aren't windows notification - they look like real icloud app windows.)
3. is there a tool I can use to see how the icloud tray icon starts up?

May also be website notifications from a browser - the kind where you get asked if you want to allow notifications when you go on the website.
You've not mentioned the operating system or browser(s) used so I can't really be specific but somewhere in settings/notifications is worth checking.1 -
