Just log into the PE website and go as if to pay the charge (obviously don't!) where you will quickly find the current status of your parking charge. The email address I used came from the PALS site for UHW. The site you listed doesn't work for Wales :-)
I haven't tried getting in touch with the CEO yet, though I will keep it in mind

You should complain to your MP as they (are supposed to) represent your interests. You should ask them to forward the complaint to the MP where the alleged event took place.

The PALS/Concerns team have come back to me saying (this is summarised)
- If Parkingeye are still chasing you, it isn't cancelled
- We cannot make them cancel it
- We cannot help you further
I'm due to go back to them to suggest they can indeed cancel it, as they are the land owners. If they do not cancel it, that is a choice of theirs."It may be helpful to note, the Health Board have no governance over the car parking fines that are issued. We do not have the ability to cancel the fine but can appeal but this is not a guaranteed cancellation."

Did the hospital health board really use the word fines? A strongly worded complaint should be made stating that unregulated private parking companies are not lawfully permitted to issue fines.
You are asking the landowner/hospital trust/health board to comply with the UK Government's NHS parking principles and cancel a parking charge issued by their unregulated sub-contractor, not a fine from the police or a court of law.
If the trust's parking contract does not permit this unregulated company to cancel charges, then perhaps they should take legal advice concerning contract law before they form a new or renew a contract with another party.

Update!I've had a letter from Parking Eye to say they've cancelled the charge :-)
For anyone reading this in the future, here's what I'd do:- Collect all relevant information about parking, such as guidance from the Government for NHS: https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles
- Contact your local MP
- Contact PALS and if they're not cooperative (some say they won't deal with parking charges), copy someone from the health board/senior leadership in
- Always be polite - I had to challenge their thinking and understanding, but I did so in a constructive way.
- Take away the emotion - don't get angry, but equally, show you're frustrated.
- Don't give up, be proactive
- But don't think about it all the time - it takes up mental energy fighting this, so don't let the parking company take any more.
