Seller not accepting return from postman?

Some advice please,

I received an item very much not as described, messaged the seller with no response. Opened an ebay return and posted back. Tracking shows there was no answer at their address on the 9th so I guess they carded them and took it back to the DO. Presume they are waiting for the seller to arrange redelivery/collect but no sign so far on tracking of anything happening. 

What happens with Ebay if the seller doesn't get it redelivered/collects it?  Eventually RM will return it to me (ebay returns labels have the buyers return address on) after 18 days. Without proof of delivery to the seller the refund isn't able to progress?

Not had this before.

If your online tracking shows an attempted delivery then phone eBay and ask them to close the case in your favour. You have returned item and that is sufficient for eBay purposes to enable you to get a refund.
