DCBL - should I respond?

Apologies for any possible double posting but i've only got a couple of days to pay the DCBL fine and not sure what to do; i've seen other posts on this topic about not needing to pay if DCBL limited - which my letter is. I've also not received any letters or PCNs prior to this letter. The letter is related to a parking fine around 6 months old, which I never recieved a PCN for but cannot honestly remember overstaying or not. If the letter says 'no baliff or court action' does this mean I can ignore the letter? Or should I call them to understand if they really have a claim on me?

Which parking firm?
Is your address wrong on your car logbook? You moved and failed to update the V5C, perhaps? That causes most cases of not receiving a PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Toilet paper is more useful than the empty threats that the bottom-dwelling DRA's print their rubbish on. DO NOT under ANY circumstances respond or make ANY contact with DCBL. They are scammers and it sounds like you nearly became another gullible victim had you not visited this forum.
AS @Coupon-mad has pointed out above, answer the questions she has asked and you will be getting the best advice on how to beat these scammers. At this moment in time, you are in the "limbo" stage where you have exhausted the appeal process and are waiting to see if the scammers progress this into a county court claim. Defended properly as per the advice given in the Newbies thread near the top of this forum, which I'm assuming you have read, re-read, digested and understood, explains all the steps in this process and what you can expect, then you are 99% likely to win against these bottom-dwelling scumbags.2 -
We do need to know which parking company thinks the legal concerned is right for them considering their bad record of discontinuations ?2

@Rosa432, you MUST understand that DCBL cannot and never have "fined" you. Neither has whichever scamming private parking company ever "fined" you. Please have a look at all the paperwork you have received over this and you will not find one instance of the word "fine". This is a simple civil dispute over an alleged debt from a scammer.
Any letters from DCBL or any other debt collection company can be safely ignored and used to line the bottom of a cage. You should know this if you've read the Newbie thread near the top of this forum. If you haven't, please make sure you read it and then re-read it and then digest and try to understand the process and steps that are explained in it.
You will get excellent advice from the forum regulars who are experts in these parking scams and how to get out of them. Follow the advice and you are 99% likely to get this thrown out. The first questions have been asked by @Coupon-mad and @patient_dream so please answer and we can get the ball rolling for you.3 -

1. The car logbook address was outdated
2. Yes, it's now been updated
3. A couple of days left to pay the fine - care to expand on that - yes I was worried that time was running out to pay the fine but thanks to these posts and the newbies forum it looks like there's nothing to worry about, thank you!
