Do sellers have a legal requirement to provide a Section 38?

Hi,
I am helping my 80-year-old Mum sell her flat, which she has lived in for 10 years. Her buyer has asked for a copy of the Section 38 bond.
My father passed away 3 months ago and he would have dealt with all documentation relating to the house so my Mum has no idea if they have ever had this document and if they have, where it would be. We can get a copy of this for £80 but do we have to? Since my Dad died my Mums financial situation has changed dramatically and every penny counts.
They have also asked for a copy of the builder's warranty which my Mum doesn't recall seeing. I thought that builder's warranties were for 10 years so surely this wouldn't be valid anymore anyway.
I would really appreciate any advice.

Her solicitor should be able to answer both of these points easily enough, it's not something you need to worry about.1
