Garage asked me to pay for parts in advance. Said it is normal. Is it?

Never been asked for that before.
Most of the time I provide the parts to my mechanic for the job.

If it is a manufacturer only part then should the client decide no to have the work done the garage would seek to return the part. A handling charge of 25% is not unusual so asking the client to pay upfront is not unreasonable.- why should the garage be stuck with the handling charge
