PCN letter delayed due to postal strike - TfL are saying I cannot pay the reduced amount

In January I received a PCN dated 10th December from TfL. As the letter was delayed due to postal strikes and the ensuing disruption, I received it after the 14 day period and thus was not able to pay the reduced amount. I have challenged this but TfL say they are not responsible for the postal service and cannot exercise discretion in my case. This seems grossly unfair as due to circumstances beyond my control the letter arrived late. I am not challenging the PCN (I admit I accidentally made a prohibited turn) but think I should be able to pay the reduced rate. Are there any grounds to contest this?
