This is the reply I got from the Hungarian National Toll Services when I asked them why the underpayment charge was sent from the 3rd party which is Epc plc.

“ During the procedure, the companies contracted for collection use the basic data made available to them to retrieve the ownership data of the relevant vehicles, based on which they mail the payment notices and collect the fines on behalf of NTPS Plc. During the enforcement of a claim abroad, the companies contracted for fine collection collect not only the fine payable to NTPS Plc. but also an amount equal to all their administrative costs relevant to the collection and determined in a contract and/or by the laws and regulations of the country concerned (data retrieval, postal, communication, office administration, collection and, if needed, court expenses). The administrative costs always adhere to the rules and regulations of the law of the country concerned.
The surcharge amount and the administration fee of the entrusted fine collection company should be paid as specified in the notice letter. In this payment notice letter you are provided with all necessary data in connection with the case (time and place of the control, surcharge amount, payment deadline, paying methods, etc.).
Important: even when directly paying the fine to our Company, our customers are not exempt from the payment of the costs incurred due to the cooperation of our partners, for the settlement of which the companies contracted for the collection of fines may submit their claims”
Back to the "picking nose" concept... according to the Hungarian National Toll Service, I could set up a company in Hungary and send out letters to any Hungarians stating that because they were observed picking their nose at some time whilst visiting England, according to a term & condition I posted on my property stating that anyone observed picking their nose whilst in the vicinity would be liable to a charge of £100 for the privilege. Somehow, this company I've set up in Hungary can now "invoice" the nose picking Hungarian tourist for the ridiculous £100 charge AND add the administrative and overhead costs for doing so.

I would love to see how a Hungarian judge would interpret that legal issue, never mind how an English judge would do likewise in this case. You have not entered into any contract with NTPSplc and do not even think about contacting or acknowledging their existence. As advised, ignore. They have no basis in law to oblige you to anything in relation to this Hungarian issue. Perhaps they think we are still in the EU and can issue a European warrant? Ha!

    Hi,
I have recently come back from Hungary. I didn't buy a vignette as I read somewhere that they did not apply to motorcycles. (I was wrong!)
So I admit I was in the wrong. Does this make a difference as to whether or not I should pay the EPC fine and admin costs? They want over £100. Which seems a bit steep for a 6 euro vignette.
The letter I have been sent has a blurry photo of my bike, I can just make out the registration.
It all looks very official and also has a means of paying in Hungarian Forint to a Hungarian bank account so does seem connected to Hungarian officials. Or is this all part of the "scam"
Should I also ignore this and any subsequent letters I receive?
    Many Thanks
    Lee
