Jacobs Enforcement removal messages - help

Dear forum member,
I suddenly received two text messages from Jacobs removal that I owe them £409 and they will visit my home for removal due to non payment of road pay? for Cambridgeshire county council.
I didn't receive any letters before because I was temporarily living in a different address and didn't change my address at DVLA. I know this is my fault. I should have changed it.
Then I gave a call to Jacobs company and they gave me the client ref number and their ref number. I went to Cambridge county website to search the ticket with ref number and it came up that I have used the bus lane back in March 2022, there is a camera record and pictures, a penalty was issued, probably letters sent to my address but since I didn't see them, it was handed over to Jacobs and the amount became £409. There is no appeal option on Cambridge's website. I have emailed to council for more information and still waiting understand if I'd have chance to close it with council directly.
I'll keep it short, what should do now. It's a lot of money, should I pay it? or wait? Please help me.
