    When you run off a decent amount of hot water, can you hear it refilling ok? What does it sound like - a trickle or a good flow?
    The LL is clearly wrong in any case; just look at the size of the hot cylinder part - you should be able to have that much of hot water, constantly replenished by the small CWS on top, which in turn should be filled at a rate to easily keep up with this (almost certainly it'll be supplied direct from the mains - unless there's another CWS on the roof/loft space?). On that note, what is the flow from your cold kitchen tap like?
    When it refills it's definitely more of a trickle and takes around an hour to fully fill. It is coming from the mains. Cold kitchen tap flow is fine and continuous.

    There's a red gate valve shown in your first photos - can you confirm that this feeds in to near the top of the upper tank? Does the valve rotate smoothly? Is it fully open - anti-clockwise?

    The red valve is a gate valve to turn of the supply to the taps. It won’t be at the top.
    The ball valve will have be serviced/ replaced, there’s always limited space above, have to do it by feeling with your hands, as long as there’s 100mm above the lid no. Problem. 
    A thankyou is payment enough .

    It doesn't rotate at all, it feels like it's stuck.

    It doesn't rotate at all, it feels like it's stuck.
    Then leave it alone.

    I meant, does the pipe from that red valve go to near the very top? If it does, then couldn't it be the CWS supply?

    PL, if it won't turn, it'll most likely be stuck in the fully open position, so that won't be the issue.

    And if it isn't the CWS feed, then I'm off the line anyway...
