Can siblings get family travel insurance if one of them is 18+ ?

My wife and I have travel cover through company healthcare but we need cover for our children who are 19 and 17.
The travel insurance websites usually say that their family cover covers 1 or 2 adults and upto 3 or 4 children. What I can't find out is if my eldest (aged 19) can take out a family policy with the child being their 17 year old sibling. They are part of the same family, living at the same address it's just that the "child" on the policy is not their child but their sibling.
I can't find clarification anywhere - can anyone help?

Look up group travel insurance and you can add bits to it to upgrade meet requirements etc.
NB: The question you raised, it is confusing so phone and ask when you have chosen some price you are happy with as its best to be clear - then if you are still not clear and they say you are covered, seek a little email or take the pernsons name, time of call etc
We often travel as a family but looked at this years ago when my BiL and his wife were going to travel with us
