How worrying is this?

Have a new build, two years old and noticed wet/damp bricks….how bad is this and what would the likely cause be? Pics included. Thankyou!

Could be that the down pipe is blocked at that bend and leaking from the joint. I wouldn't worry to much about existing damage, but would want to get it sorted fairly soon.2

The bricks under the window at the front also look wet. Is this just from water running off the window sill?No reliance should be placed on the above! Absolutely none, do you hear?3

You'll almost certainly have a few 'property maintenance', 'handypeep', or 'oddjob' person in your locality who do this regularly. Possibly even window cleaners.
Join a local Fb page, and ask on there.
Possibly worth seeing if it's actually overflowing first - Ie, wait for rain - but most likely it is.1 -
The best time to check for the cause of issues like this is when its hammering down. Go outside and have a look if there is excessive water hitting certain parts of the wall. Sometimes a downpipe will also shade part of the wall from the drying by the sun.1

Can you post a photo of drainpipe where it enters ground?0

Post a closer up one of the top of the pipe, as it looks like the pipe has come out of the outlet in my photo.2
