Soundproofing room costs, things to consider. small details

Hello, topic soundproofing room.

Post: I am a new home owner bought old ex council flat.

Now my living is made to my bedroom and I'm pretty sure nearby rooms of neighbors are living rooms as well as I hear quite loud TV all evenings.

I would like to ask question regarding soundproofing. things to consider, everything I should know bit by bit.

I'm thinking soundproofing 1 or 2 walls and maybe ceiling.

Because so far I'm not sure if it's coming from above or from wall.

Questions:

1) my room wall has fake chimney wall which is not cement. if people will be soundproofing room, will they do it around it or will have to do on top of it too?

2) I need to consider things like taking off skirtings and putting it back on? Do you paint afterwards the soundproofing so it will fit in the room?
3) Anything else I should know? For example, I buy materials, how long would it take fit it, make room to it's previous state? I work from home and would like to sort it asap. so wonder how long would it take with all small details I might forget to consider? Thanks
