The bottom line is the guy came out to give you a free quote and he should have informed you if he was going to start charging. Take a screen grab of their website and keep the email you sent, then politely tell them you are not paying for a free service, especially if he couldn't fix your problem.

The OP wasn't charged for a quote, but for fault diagnosis.

He called the guy out for a quote, if he was going to try diagnosing the problem he should have warned him that there will be a charge.

I could maybe understand it if the guy fixed the problem but he didn't.  I had a plumber out recently to give me quote for repairing a leaky sink.  He tried tightening up a few bits and then confirmed that was no good and I needed new parts and he would quote for it.  I never received a bill for him tightening up the parts and I wouldn't expect to because it didn't work.  In my line of work if I got paid for everything that didn't work my life would be easy.

It sounds to me like the guy had some cartidges on his van and thought for 10 minutes work it was worth trying them rather than providing two quotes, one for attempting to swap cartidges and another for installing a whole new shower, and having to come back another day.

They would have been better just providing the quote and getting the business rather than leaving a customer with a £250 bill for something that didn't work.
