Warm Home Discount VAT

I was looking at my Jan '23 electricity bill just now and noticed in the credit section that whilst the HMG discount EBSS of £67 is listed at 0% VAT, the Warm Home Discount credit is shown as having a VAT rate of 5%, meaning the £150 has a £7.14 VAT element as part of it.
I have no question about this - I just thought it was mildly interesting, that's all!
