Target HCA Reject valuation

Target HCA have rejected my valuation, despite agreeing to the FRICS surveyor who undertook the survey. The property has decreased in value due to cladding issues and Homes England have claimed they want to wait until the cladding is done as they believe it will affect the redemption figure. I'm incurring severe financial damages monthly (during a cost-of-living crisis). Is this not a breach of contract? How do i go about claiming back the financial losses for a delay at the hands of Target / Homes England, not myself?

No. They have an interest in the house so it is within their rights to say how and when it should be sold.1
