CIGA fob off cavity wall Insulation- missing

I bought a 1950s bungalow with suspended timber floor. that had CWI around 2000. I had the reciept and the gaurentee, andnI could see the holes all around the property. Happy Days. Is there a Time limit for how long tholis stuff lasts ?
Survey said mild damp and walls felt really cold.

I had a kitchen refitted and the window sil took off.. Looked in the  cavity to find NO CAVITY INSULATION.  Where did it go? Was it ever there ? 

I forgot the house had CWI so left it at that , didn't take any pics and let the fitters install the window cil.Now Winter is here and the south facing wall is very cold , damp patches on the wall , and mould in the corners, . I know Inhave penetrative damp around the window edges . But don't understand the odd damp.patches on the wall, and why it's so so cold to touch. I put that expensive thermal paper on that wall.

The new  skirting boards have got mold over them as well.. is this from the susspended floor void?? DPC is fine, when it rains damp is bricks below and dry above DPC.

Air vents are fine ( I know this because I had a mouse problem and saw the critters. ) 

I have contact CIGA about 3  times now with pictures, and they fob me off with its condensation , but won't address the non existant or missing CWI

Is it just a waste of time?

    If the guarantee is anything like mine, buried in the small print is a clause that invalidates the warranty if you have replacement windows/doors fitted. And if the warranty has not been transferred to your name when you bought the place, you'll be flogging a dead horse.

    Did CIGA ever sort this for you? I am trying to claim for failed CWI too but they are disputing it.

    Urea formaldehyde foam insulation was  used in the 1970-80s, and that degraded into dust at the bottom of the cavities over time.
