Hi there, If anyone know how to understand parking signs "10 minutes only no return within 1 hour" that means this parking restriction cover 24/7

Yes it does.  With local authority on-street signs, if there are no times of operation, it is always 24/7.

  • How to understand
  • Is there any law that explains this as I got a response from the London Tribunals Environment and Traffic Adjudicators that this sign means 24/7

As Coupon-Mad explained, if it does not show times in operation, it is 24/7.

    That's completely different.

A CPZ sign sets out rules for non-parking bay areas (e.g. single yellow lines) within a zone.

I believe that CPZ entry signs are NEVER about parking bays.  I know, weird, innit?!

Your sign is about a 10 minute parking bay.  And the sign for that bay applies 24/7.

CPZ (controlled parking zone) restrict parking during the hours prescribed to holders of residents permits within that zone.
In the case of that sign residents displaying permits B and O can park in restricted zones during hours 9-4 Monday to Friday outside these times anyone can park.
The 10 minute bay as CM says is available for all at any time but to stop people moving and coming back a no return period of 1hour applies.
