How long after data breach can you complain?

Sorry its a bit of a random post.
But I was applying for financial aid after the company helping me advised I should be eligible etc.
It was accepted but they sent my financial application form to my ex and he reported it stating I shouldnt be getting xyz.
How long is too late to complain about the fact this professional body did not keep my information secure?
