This is really common for estates built in recent years, not all of them are bad though they do have a bit of a reputation. The things to look for is how is it all to be managed? Some are managed by a subsidiary of the developer and can be expensive, some are managed by a more genuine 3rd party and others are managed by a residents association where the board members are residents so there are many ways to do it.
I would look into what exactly the payments would be for - when they mention road upkeep, is the whole estate going to remain private or would the bigger roads be adopted by the local council? What about the drainage, is that going to remain private or be adopted?0
