The main issue I have is that the HB dept of the LA refuse to ask the rent office for a redetermination of the rent, even in the case of a rent increase which I would construe as a change of circumstances.0

it’s not really a refusal they are not allowed to in the regs unless it is a contractual rent increase (written into your tenancy) but as you have not had a rent increase in twenty years it wouldn’t be classed as one.
