Horizon Parking PCN

Horizon Parking say I over stayed by 11 seconds and issued a £70 PCN.
I appealed but Horizon rejected the appeal.
Appealed to POPLA on 6th Jan, nothing heard yet.
Citizen advice say there is a 5 -10 minute grace period.

Is this council or private? Were you 11 seconds over the paid for time? The code of practice for these unregulated parking companies states a minimum of five minutes.1

Unless it was in an area for which there was no permission e.g. BB Bay / Entrance / Exit / Firezone etc.

Who is the parking company and where did you stop (or park)- All land is owned. If you are not on yours, you are on someone else's
- When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere

You could have beaten this just by appealing as registered keeper and not saying who was driving...
Your PCN was also not for 11 seconds overstay. Impossible. Did CAB not even realise that isn't why the PCN was issued? Please stop asking CAB!
What happened when you complained to the retailer which is what you are advised here, to do first? They'll cancel it.
But you should not have started POPLA first. Absolute mess all caused by CAB not properly advising you to appeal as registered keeper without implying who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The wife overstayed by 45 minutes at a Tesco car park managed by Horizon before Christmas, I appealed to Horizon expecting it to be rejected but it was allowed as a gesture of goodwill!2
