euro parking fine, Help please!
I was wondering if someone would be kind enough to provide some advice regarding a euro car parking fine I received late October in 2022.
My vehicle was being driven by an associate when entering the car park but could not find a parking space due to the car being full. We decided to wait a while and see if a car parking place would become available. Due to time waiting time restraints, we decided to drive around the block and come back.
When we returned a space was found and parked up and went to the payment machine and pay by card. The weather was horrific with torrential rain, soaking the payment machine and my card whenever I tried to insert the card to make a payment. In short, the machine would not accept my card so went back to my car and made a call, explaining I could not meet an urgent meeting due to the car parking issue. We then left the car park but at a later date, received a parking fine of £60 and appealed.
I never received any further notice or a verification number so assumed the fine had been quashed. However, 91 days later, I received a final letter demanding £100 fine stating, if I do not pay this fine within the 28 days given, they will forward this fine to a debt collector and possibly end up in court.
I have since tried to contact euro car parks by email requesting my appeal verification number on several occasions with no response; I have contacted POPLA asking for help, who can't provide any assistance without my verification appeal number; I have contacted the Citizens help who were very helpful but more or less told me to do what I have already done.
Could someone provide some advice, I feel like I am being blackmailed into paying this fine when we never actually parked and left the car. Do I have to pay this fine or will it end up in court, if so do I stand a chance of winning?
Many thanks

No paying at all. It isn't a fine.
99% of court claims defended here are won by the good guys & girls. ECP don't sue people usually either, so you'll just get letters.
Ignore debt demands but you'll already know that from the 4th post of the NEWBIES thread. Please don't tell us about £170 threatograms nor show us photos of them!
I assume you are in England, not Scitkand?
Either way, PLAN A is always complain to the landowner. Also get your MP on board to help you cope.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
