Littering PCN enforcement notice in ASDA car park in canterbury

Today i was shopping and was approached fro dropping litter which fell from my boot, I refused the fine and they took pictures of me and my car telling me they would be sending this to the DVLA and I would be going to court.
I'm not sure they can even issue these fines on ASDA car park I've tried to check if they have the right ie private property etc.. any advise or help would be great ?

What did the signs say? What did they dress like?
Enforcement officers for the council will be in a uniform. This might just be a wind up- All land is owned. If you are not on yours, you are on someone else's
- When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere

Wait and see and bear in mind there is no evidence of littering. No panicking. Show us what arrives.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The clue is the DVLA ? Maybe they think the "L" in DVLA means litter
Councils enforce litter dropping but doubt in a private car park.
Sounds like clowns ... maybe Asda staff

Out of curiosity, what did you do when the litter fell out? Or were you immediately pounced upon?
I would make myself a little file note of the exact sequence of events and timings.
