Excess Insurance on a 17 seater minibus

We are travelling to France as a group of 16 in a 17 seater mini-bus in May, with a trailer attached (for bikes).

Am looking for excess insurance cover (for £1250 and replacement cost of the trailer c.£2000), but am really struggling to find anyone.  I have tried Questor with who have annual cover for hire cars on holidays but they don't cover vans with>15 seats.

Pay the hire company to reduce/waive the excess?
You can buy independent trailer insurance (TP risks are covered whilst its towed by the Motor insurance) but a niche product so not as cheap as it would be if mass market

Apols for delay (hols). Thanks I have asked the van hire to reduce/waive the excess but they say their insurer won't (can't), hence the search for independent.  I will def see if I can find separate trailer insurance though.
