FTB advice - building regs

Hi all
Just started looking at buying a 2 bed flat. One I've not viewed yet but really liked the look of at first is advertised as such but one of the rooms whilst a reasonable size doesn't have any window. Is this allowed to be marketed as a bedroom? And if after viewing I wanted to put an offer in is this the kind of thing I should mention and offer a significant bit less, so maybe 20% less?
I know it has been in the market a while and they took it off at one point, even though it looks spacious and is in a great central location. It's in an old redbrick building.
Would anyone know how easy it is to get an internal window fitted? So taking out some of the brickwork?

In theory it might be permissible as a bedroom if it has mechanical ventilation - or if it isn't really a separate room (you get ones which don't have a door, or have an internal (glassless) "window" through to another room).
In any event it obviously isn't as attractive as a proper room with a window - but are you sure that hasn't already been accounted for in the asking price?0 -
OK thanks going to view on Thurs. Two in the same block and other is slightly more expensive but same size. Though it has sky lights which I thought might make it worth more.
I will ask about ventilation but thought it also needed a means of escape. Might ask about this as well.0 -

In any event, there's no principle that existing properties need to comply with the type of building regulations which might apply to new buildings or conversions.0 -
You can of course offer 20% less or 30/40% less and the vendor can of course say great I will accept that or show you the door !0
