PCN reissued after 11 months

Have just received a PCN which has been reissued eleven months after the date of contravention.
The original PCN was appealed, Havering Council did not reply, a Statutory Declaration was completed and the original PCN cancelled.
However it is now back again but in the meantime the Registered Keeper has since passed-away.

    Is there a question in there somewhere?
    Surely your solution is to write to Havering Council.
    Write something quite similar to your post above.

    I am not particularly inclined to get involved in correspondence with them as the last time we wrote they ignored my letter.  I was hoping that the PCN might be invalid due to the time delay, in which case I will just throw the letters away.

    As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:


    Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    A sure fire way to get Marstons bailiffs knocking on your door one day later this year, having clamped your car and demanding an escalated 4 figure sum.

    NEVER EVER ignore letters from a Council about a penalty.  Go to pepipoo for advice and YOU MUST RESPOND to the Council.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
