Civil enforcement ltd PCN.

Hi all,
I received a PCN from Civil Enforcement with the reason for contravention being authorised vehicles only.
This was a visit for work so I was authorised to park at the hospital car park in question.
Correspondence from CE must have gone to my old address as I was unaware of the PCN until receiving a bailiffs letter.
I appealed it to CE but I naively didn't use the template on this forum and I have disclosed to being the driver. My understanding was this was no longer relevant as they could chase registered keepers but seems I may be wrong.
CE have responded saying its been handed over to a debt collection agency and all further queries must be sent to them. The debt collection agency have advised that I contact CE as they will just chase the debt.
I was hoping they would have send me a POPLA number and I could have appealed there as no chance these Rob dog companies will write off the PCN .
I wanted some advice if possible. Should I appeal again with the template?
Any advice much appreciated.

No you are too late to appeal and will have to defend it in court instead (we almost always win and there's no CCJ or high costs risk). DO NOT PAY.
No worries, except:
The reason you didn't get the PCN is likely to be your oversight...your V5C logbook isn't up to date after you moved, is it? PUT THAT RIGHT NOW (assuming I'm right) using the relevant DVLA webpage.
You also seem to have missed reading the FOURTH POST of the NEWBIES thread because no new poster needs to start a thread about tedious debt demands you should be laughing at.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Your correct about the log book. I moved in February and changed the logbook shortly after but received the PCN in this short gap.
So I just wait for further correspondence?
Won't the ballifs just start visiting and adding stupid fees on foe their troubles?
Would you reccomend contacting the balifs or just awaiting their correspondence?

It sounds as if you have just received a debt collector scare letter. You do not get a CCJ, far less a bailiff visit unless you have been to Court, lost AND not paid. So treat that with the contempt it deserves, certainly do not contact them.The pen is mightier than the sword ..... and I have many pens.2

Bailiffs? There are no bailiffs involved!
You still haven't read or absorbed the clear info in the 4th post of the NEWBIES thread, have you?!
You just need to confirm your correct address to CEL and the tedious debt collectors. Get the old address erased.
The SAR section of the NEWBIES thread SECOND post tells you how to find the right email address for any PPC or tedious debt collector, in order to contact them ONCE to rectify a wrong address.
Tell them if you move again.
And tell us if ever you get a LBC (see NEWBIES thread) or the fun of a court claim to defend.
We beg you NOT to tell us about debt letters. Pleeease...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
