    Hi all,

    small update on my PCN. I've been doing a bit of digging into my emails and bank statements just to see if there was any way I could prove I had made payment.
    The car park in question used to be cash in hand and then switched to pay-and-display or pay by mobile app.
    The app was a bit flakey at first but I eventually switched to using it on a daily basis. From what I remember, each time I would use the car park (pretty much daily) I would register my parking on the app but no payment was taken at that point. Instead at the end of the month the app would total up my parking for that month and take payment in one go.
    I can see from my bank statements that a payment was taken in March (for the prior month) and April (for the prior month).
    The mobile app in question was parkmobile:

     but looks like at some point they were taken over by RingGo.
    I've tried to see if I could access my invoices but looks like they are no longer available:

    So I believe that I have made payment for my 2 PCNs for this car park but have no proof that the payments on my bank statements relate to the car park or dates in question.
    Has anyone experienced something similar with this mobile app provider?

    No that's unusual but I'm sure it's true.

    Simply send a SAR email to both parkmobile and RingGo, proving you own this car and asking for all payment data held relating to that vehicle, including any attempted payments that (for whatever reason) were either 'pending' and then failed - why? - or were correctly keyed but were not collected by the car park operator.

    Small update - I directly contacted the car park (https://kingpark.co.uk/)  asking for any copies of invoices at the time or to instruct UKPC to drop the issue altogether and received a very quick response:

    "We stopped working with UKPC around 3 years ago now when we moved to the current ANPR system on site. As such we don't have any sway with them.
     We would not have any historic vehicle details as we have always used external companies such as UKPC to operate the enforcement."

    So I guess I can add this to my defence that UKPC are pursuing payments on behalf of a client they no longer work with?

    I can't directly for ParkMobile as they no longer exist but were absorbed into RingGo so will see if they still have the records from their integration

    I've had a reply from RingGo following my SAR

    'Please note RingGo is unable to fulfil your request, Parkmobile UK no longer exists and any parking you booked with Parkmobile UK is not accessible here at RingGo. RingGo is only able to provide you with the parking history information booked with RingGo.  When RingGo took over the locations from Parkmobile your parking history was not transferred to RingGo'

    So not sure what to do here - all I have is bank statements to show I made regular payments to ParkMobile but they don't specify dates or details like car park but I think it's my only defence in this matter?
  • It is the claimants job to prove their case to the satisfaction of the judge. If they no longer have any records how can they prove you didn’t pay?

    Perhaps you can use their response and lack of payment history in your defence

    What you say is true, but...

    It is RingGo saying they have no data and RingGo were not involved at the time of the parking event.

    If UKPC have data that shows that no payment was made then that's all that's needed.

    Hi all, just drafting my defence and just wanted to double check it and if anyone could provide any feedback please - would be most appreciated.
    I'll be using the template found at:

    which I can see was last updated May 22 so guessing it is the latest version and edited paragraphs 2 and 3 to suit:

    2. It is admitted that the defendant was the registered keeper and driver of the vehicle in question.
    3.1 The defendant commuted from Manchester to Liverpool on a daily basis for work between June 2013 - June 2017
    3.2 During this time, the defendant used the car park in question.
    3.3 Initially, payment was cash-in-hand to a car park attendant stationed at the car park. After a period, the method of payment switched from cash-in-hand to pay-and-display or via mobile app, which at the time, was offered by mobile app provider - parkmobile.com
    3.4 The defendant would register the parking on arrival and the app would confirm this. Payment was not taken immediately.
    Instead each registered instance of car parking would be tallied at the end of the month and a single payment taken from the defendants bank account.
    3.5 The defendant has access to his bank statements from this period and can see parkmobile has received payments for both Feb 2017 and March 2017 as well as regular, monthly payments for every month from Jan 2016
    3.6 The mobile app provider, parkmobile.com, has since become ringgo.com - https://ringgo.co.uk/html/PMuk-update-page.html
    However following a SAR to RingGo they have advised that 'your parking history was not transferred to RingGo' and no transaction or invoice history has been retained.
    3.7 Additionally, the car park owners - King Park (https://kingpark.co.uk/) has been contacted via the only option available (online form) asking for transaction history from this period and they confirm they have no transaction history from this period. The car park owners also confirmed they stopped working with the claimant 3 years ago.
    3.8 Further to this, due to an honest mistake by the defendant, the registered address for the vehicle concerned was incorrect and an address which the defendant did not have access to and any mailings from the claimant would have not been received. This has since been corrected in 2020 and since then no other mailings or notices have been received from the claimant which can be confirmed by the claimant following the SAR which only revealed two mailings per PCN (17/03/2017, 03/04/2107 and 25/04/2017, 24/05/2017) to the aforementioned incorrect address.
