Hello I was wondering if anyone could impart some advice.
I recently received a NTK for an alleged parking contravention on private land by Euro Car parks.
The NTK shows my car number plate, presumed to have been captured by Cameras located in the area, rather than a windscreen ticket.
A bit of background: I was travelling back from a fairly long journey, and my car started losing power. Unsure what was occuring, I pulled into a parking area adjacent to some shops. I put my hazards on, and opened my bonnet to try and figure out what to do. As the car was not moveable at this point, I kept my hazards on in case of anyone from a parking company approaching. After a short while a guy stopped and helped me with the car. it eventually started and I was able to resume my journey.
I have received a NTK that shows the car entering and leaving the premises and the duration was 12 minutes.
I now have a bill of £100 (reduced if payment is received earlier?)
Can anyone advise if they have contested a similar ticket, or what to do about it?
Thanks in advance.

Welcome!
Not sure what you need to know that's not already covered by the (top of the forum) advice thread in capitals NEWBIES PLEASE READ THESE FAQS FIRST?
Almost all private land (where a PPC infests) is operated by CCTV or ANPR so you should always avoid pulling into anywhere like that.
You certainly can't safely do so when your car has an issue, and just "look out for a warden". Private land by shops is always going to be camera-operated so avoid! No-one is likely to be from a parking company on foot these days.
You could have stopped literally anywhere (except obstructively or on a red route) on-street
and not got a PCN because Local Authorities are not allowed to use ANPR for parking enforcement (except danger areas/schools/crossings).
You'll maybe tell me it was double yellows? ...my answer is you are allowed to stop on double yellows. Or on single yellows, or even in bays.
Just a heads up for next time!
For this PCN, follow what the NEWBIES thread tells you is PLAN A. Then if needed, PLAN B.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi,
Thank you for you response. I didn't stop on the roadside as it was a bus lane and I feared this would cause too much disruption. Also I have looked at the Newbies thread, and the first thing it suggests is to complain to the retailer to attempt to get the ticket overturned. However the shops in the bays I was parked at are now closed down and no longer trading, so there is nobody I can contact for this step.
Could you advise in these circumstances where in the Newbies thread I start if I cannot contact the retailer to complain?
Many thanks0 -

In other threads it quotes the Paragraph 9 in the postal NTK must be compliant. I have checked my NTK and it appears to contain all information as laid out in Paragraph 9 (did try and attach a copy to this thread but image content was too large) Will the Not driving appeal stand up given this? or do I need to do something else?0

Just use the blue text initial appeal template, regardless of Paragraph 9, no edits or additions. You will lose that, but you've started the process - good, should it get to a court claim against you.
Then it's on to POPLA (see NEWBIES FAQ Announcement, third post) where you might win, or lose. Even if you lose, there's no requirement on you to pay. Only a Judge can tell you to pay. As things stand currently, ECP are low volume litigators. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

The appeal is not about 'not driving'. It does not deny being the driver as such.
Please just do as advised. And no. The first appeal is not meant to 'work'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
