EBay changed their minds

Hi, next step advice needed.  Buyer contacted me to say the parcel sent to them had been returned to me as they had not been in whilst trying to deliver (3 times according to tracking nor collected from the sorting office), asking me, that once the package arrived back could I post it back to them, have still not received parcel to date.  Meanwhile buyer escalated case and ebay found 

"The tracking information you provided shows that there was an attempted delivery to the buyer's address. The buyer is responsible for getting the item from the courier.

"We've reviewed this case and closed it without refunding the buyer" Buyer must have asked ebay to review case and stated;" I agreed to refund the buyer and didn't "- (so have now refunded buyer from my funds) "Which is totally untrue as buyer still wanted item and asked how she can pay me the postage to  have it returned to her. I have proof she asked me to do this, but in no way or form did I say I would refund her, had she asked I would have but as she still wanted the item was waiting on it to be returned to me, so I could post out again.  Now I have a strike on my account  I read so many times that outcomes are so unfair to sellers, should I stop wasting my time, trying to clear my name/account or anyone have Any advice ?

Have you phoned eBay to raise your own appeal, if not do that now.

I wonder if this is some new kind of scam?
If you do resend the item, purchase the label via eBay - fortunately thats what I did and it worked out Ok for me…..after a while!!

I think the buyer gets you to resend and thinks that because its outside of eBay they can then start an item not received case via eBay and get a full refund through them, AND get to keep the item you resend as well. 

My advice - the item is coming back to you untouched. Don’t resend. Just refund and block that buyer.

I would agree.  Honestly if someone is never in when they're expecting a delivery, 3 times, AND they make no attempt to collect it, then it seems to me they don't actually want the item.
