    I think the general assumption is that if all the planets were on the same side of the sun, the planet which is closest to Earth would be Venus. You're correct that if you take the average distance over full orbits of all the planets then Mercury wins, but that is somewhat esoteric as far as general knowledge questions go, and would need a qualifier such as "on average" in the question to specify that answer.
