Large freeholders (like Clarion Housing) will usually insist that you follow their rigid policy for lease extensions.
Clarion's policy for outright (100%) owners seems to be here:
https://www.myclarionhousing.com/-/jssmedia/clarion-housing-association/documents/information-leaflets/LEASE-EXTENSION-GUIDE-2018-Outright-owners.ashx
Clarion's policy for Shared Owners seems to be here:
https://www.myclarionhousing.com/-/jssmedia/clarion-housing-association/documents/policies/my-home/lease-extension-guide-2018-so-clarion-branding.ashx
I would imagine that a housing association like Clarion wouldn't 'play games' by initially suggesting a high price. So I doubt they would be open to negotiation on the price.

Hi, I've just noticed your post re getting a lease extention. It's ALWAYS best to go the statutory route, you then have legal protection if your freeholder decide to muck you around which happens often. Take a look at the Facebook page 'National Leasehold Campaign' you need to be a member for this page but they have another public page. lots of knowledgeable people on there and much experience to gain from reading posts and their experience of extending your lease. lots of links to excellent info and lists of leasehold specialist who work only for leaseholders not freeholders. Here are some links for you. Good luck!

Your link seems to be promoting a book on Amazon by somebody called Louie Burns.
And you seem to be signing-off your post as Louie Burns.
That sounds like you are doing advertising and promotion for personal gain - which isn't allowed on this forum.
More generally, if you are connected with an organisation that you're mentioning or linking to, it would be good practice to state that in your post.
It might also make people wonder if you are also touting for business here...dnees said:

For example, whether you are one of the "leasehold specialists" looking for work, or whether you are connected with those "leasehold specialists" looking for work.
Edit to add...
And if you do have some connection with the "leasehold specialists" - people might wonder if you are unequivocally recommending "the statutory route" because it earns more money for "leasehold specialists".
