    I'm not saying it can or can't be,  but would seem a backward step compared  to HB.

    You can't compare housing benefit to housing element. Yes people are concerned but the rules are you can't report a change until that change has occurred.

    When claiming UC when you report a change of circumstances, you can't put a date in the future because that change hasn't happened yet.

    So  might not be an issue of it not being allowed under any "rules"  of the legislation that have been set out, but how they set up the system doesn't allow any forward dates, so it's the system "rules"

    Clear to me now,  you can't as the system won't let you.
