    I only see two reasonable ways forward.

    You either get the meter swapped and then use those readings as a baseline for your history.  (Swapping the meter should be an absolute priority at this point anyway, get a smart one in).

    Or get the backdated billing changed to a single rate tariff which will reduce a it a bit as usually E7 peak rates are more than single rate.
