A fraudulent bad debt on my credit history is stopping me remortgaging

Help please!! In 2017 someone took out an O2 contract using my name (but wrong title) and date of birth, in 2018 I received a letter from a debt collection agency (Lowell) - I called them to explain it wasn't me, never lived in London, never had a O2 contract etc etc....thought it was sorted...
Now I find the fraudsters address is linked to mine and the default shows up in most credit agencies....Lowell say they didn't create the link and can't remove it, every credit agency takes 10 weeks to investigate and then sends me on another wild goose chase. I need to get a new mortgage......can anyone help with resolving this situation. I've been trying for months and everyone passes the buck. Surely there must be a way to sort this?? Thanks in advance

What do you mean by "the fraudster's address is linked to yours"? Debts are linked to a person, not an address.Since the original "debt" was with O2, I'd contact them in the first instance (even though the debt has subsequently been sold on).1

The fraudster used my name so O2/Lowell have linked my address and that of the fraudster and the bad debt sits at their address. Have tried O2 as well....they are also investigating0

If you haven`t already done so, as the debts official source, send a written complaint to 02.
They have 12 weeks to investigate and provide a final response.
