Sounds to me like a friend who happened to be a RETIRED solicitor was advising them. It will indeed be the local authority doing the chasing for money and I can tell you they are very persistent.
I can’t see where OP says Grandad inherited the house. Have I missed it or is it just an assumption?
Gt. Grandmother may have left her estate to Grandchildren or other family members. I hope OP comes back as I’m interested to see how it pans out.
We are assuming that otherwise the LA would be unlikely to be chasing this, but as the OP has not responded to any of the questions it remains an assumption.

1. House was left to others in Gt. Grandmother's will.
2. Gt. Grandmother died Intestate and nobody administered estate at the time. In which case Grandfather would have been entitled to a share, but didn't receive anything as estate wasn't distributed.

If that IS the case then what is the OP worried about? Just get in touch and explain that.
I am pretty sure councils don’t just tell families they owe money unless they have some evidence.

does need clarifying though suspect that no-one administering gt grans estate doesn't mean that grandfather didn't inherit anything
In the opening post the OP says he did not pay, although he would have had to pay a contribution from income. If he inherited his mother’s estate then he should have been fully self funding from that point, but that does not appear to have happened.
I would nor want to be in the estate administrators shoes now that the LA have discovered the situation.

I understand it just because grandfather had income that doesn't mean he would have to contribute to his care if his income was low enough. He might have had a small pension that was enough to cover ongoing essentials like haircuts etc.
And I would have assumed that the LA would chase any potential way to pay some bills if there was a sniff of a possibility that it would work. So many times they will chase relatives to pay bills for which the relatives are not responsible on the off chance someone will bung them some of the money being requested.
Another reason why it would be good to know what the exact situation was with inheriting the house.
