PCN advice
Hi there, can I please ask advice on a PCN that I received today.
My family travelled from Suffolk to London to go to an event and planned to park at Newbury Park and travel into London via the tube. However when we got there Newbury Park car park was closed and open for buses only. We did check the TfL and NCP web sites before we travelled and there was no notice of the closure beforehand. Not being local we travelled around to try and find somewhere to park, as you may appreciate stress levels were rising, going firstly to Woodford NCP, no spaces there so then onto to Redbridge again no spaces, so finally parked at Snaresbrook.
However the issue is with Redbridge tube station car park. When we got there we again found no spaces so we reversed out of the car park and pulled into a “layby” area by the bus stop (but not in it, this was a separate pull in area), where our daughter got out of the car and went into the station to get advice/directions as to where we could park. The Conductor advised to go to Snaresbrook where we eventually did manage to park. However today I got a PCN stating “no valid parking session registered” and that the car “was photographed to be parked in an area managed by parking Control Management (UK) Ltd”. We did not park the car, we initially drove in and drove out as there were no spaces available and the time it took for our daughter to obtain directions would have been 5minutes or less that the car was stationery for – with us inside. Is there anything I can do as this seems extremely unfair given the circumstances we found ourselves in and not being local to area?

Plan A is always a complaint by the keeper to the landowner and their MP.
If a cancellation is not forthcoming then appeal using the template in blue text you will find in the sticky Announcement for NEWBIES. Send it unaltered from the Keeper except for a paragraph stating that since the site is a TfL tube station covered by byelaws, therefore the keeper cannot be held liable.

I ask because you don't mention it at all, yet it tells you all about how to appeal (and lose at IAS) and why it does't matter, and what happens next.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

One suggestion was that you complain to your MP.
Have you done that?
The second suggestion was that you complain to the land owner. No suggestion was made that you should complain to the parking company.
The third suggestion was that you send the blue text template appeal easily found in the opening post of the NEWBIES thread. Send it unchanged. Send it from the keeper. Send it to the parking company.
Please post again when you have results from those three tasks.2
