Dart Charge PCN

Hi all,

I'm hoping someone might be able to help me here. Today, I've received two Dart Charge PCN's through the post that were issued on 28/12 - I had it setup using an account, but my card was declined and I didn't notice the emails from Dart Charge explaining this. The thing is, these are the final notices and not the first PCNs. I have yet to receive those. I'm guessing that maybe due to the delays caused by the postal strikes, or maybe they just haven't shown up, I'm unsure. I phoned the helpline to be told that it's too late and I have to make a representation now or pay the £105 per letter. I guess I would just like some assistance with the representation in respect to what it is I should be asking from them. Should I be asking for them cancel, or just asking them to send the original and then ask them to cancel.....I have no idea.

Further to this, my car is a lease car and I'm aware that if this were a parking ticket then they would have to send me the correct lease information as well as the PCN, etc. I haven't received anything other than the one page PCN saying I need to pay. Does this also apply?

For reference, according to the letter I've received from them, the offences were on 17th & 18th September, and I was originally issued a letter on 15th November. The letters I received today were issued on 28th December.
