No because PIP isn't about a diagnosis. As you're already receiving Enhanced daily living PIP you can't be awarded any higher than that even if more points can be scored.
The mobility part is related to either your ability to walk (moving around) or your ability to plan and following a journey (mental health) You should never report any changes without first looking to see if more points can be scored for a higher award.
As you're also in the Support Group for ESA then you can't have a higher award than this.
I should add though that this is a new diagnosis and I was not suffering from IBS when I made my last claim. I don't know if that makes a difference or not?
It doesn't. As poppy said, PIP is awarded based on the difficulties you experience carrying out the PIP activities ties. The IBS is only relevant if the symptoms
     - mean that you have more difficulty carrying out the activities, and
     - those difficulties would increase your point score, and
     - the additional awards are enough to change the award.

As poppy also said, you are already in the Support Group so any deterioration in your health isn't going to make any difference to the award.
as I receive high rate care it wouldn't make any difference to the award anyway. Is that correct?

Yes correct, as i advised already.

Great, thank you. I'll just advise them my condition hasn't changed when they ask when I'm switched over to Scottish Adult Disability Payment. When they send out the forms for review in May I will advise them of the IBS and include it in my application form then.

Thank you so much guys, was just a bit worried as it states on my letter that any change in circumstances or your condition must be reported or you may be committing a crime or affect your award or words to that effect. You have put my mind at rest.
As a cover all phrase, I concur its misleading.  However its more if your condition improves and you continue to claim PIP when you may not be entitled to it (IMO) than should you develop a further condition. Obviously if your condition is degenerative and gets worse your PIP assessment and claim may increase.  But if your on high rate care then there is no further level to progress to.
